I ran into this a while back. Yes, you likely need to switch from Legacy to UEFI mode first. Restart into BIOS again and look for a setting called "Boot Mode" or "CSM" (Compatibility Support Module). Same here. You could also try creating a fresh Windows 11 installation USB and doing a clean install instead of the upgrade.
