This. I had the same problem with an older AMD system. I ended up just sticking with Windows 10 for that machine.

Yeah, clearing the TPM is a solid suggestion. A quick tip: after you enable Secure Boot in the BIOS, you often need to also set your OS to "Windows UEFI Mode" for it to stick.
