Windows Upgrade Help and more

This happened to me. A partial upgrade left my system unstable until I did a clean install from a USB drive. Let me know if that works.

I'd like to remove the Snipping Tool application from my Windows 11 computer. I never use it for screenshots, as I have a different program I prefer. Can someone guide me through the steps to completely uninstall it? I've looked in the usual 'Add or remove programs' section, but I couldn't find it ...
