Agreed. I had the same problem. On my 7040, I had to update the BIOS and then change the TPM from "TPM 1.2" to "TPM 2.0" in the security settings—it wasn't enough to just have it "On."

+1 I had the same problem. It took me forever to find the TPM setting in my BIOS, and then I had to clear the TPM in Windows before it finally worked. Hope that helps.
