Agreed. Did you also check if Secure Boot is enabled in the BIOS?

Yeah, and after you enable Secure Boot, you might also need to change the TPM device from "discrete" to "firmware" in that same security menu.

Also, double-check that the BIOS itself is updated to the latest version from HP's website.

This. Yeah, did you actually find and enable the TPM setting in that BIOS menu?

Same here. You could also try the Windows 11 Installation Assistant, which sometimes bypasses the strict hardware checks.

I had the same problem. I had to enable TPM in the BIOS and also turn on Secure Boot on my G3 to finally get it to pass. Let me know if that works.
