I had the same problem. For me, it was a driver conflict with an old SSD.

This. You could also try booting from a Windows 10 USB and using the startup repair tool.

Yeah, that startup repair is a good next step—did you also check if your BIOS is set to UEFI mode and not Legacy?

You could also try booting from a Windows 10 USB and using the command prompt to run a startup repair from there.
