Quick tip: Yeah, that error's a common headache after an upgrade. First, try running the Activation troubleshooter again, but this time choose the "I changed hardware on this device recently" option. If that doesn't work, you might need to use the "slui 4" phone activation method—it often sorts out these digital license mismatches. Let us know if you get stuck on those steps. Hope that helps.

Has anyone else had activation issues after upgrading to Windows 11? My Windows 10 was fully licensed, but now I'm getting a watermark saying "Windows is not activated" and error code 0x803F7001. The activation troubleshooter just says it can't activate on this device. I did the upgrade through the official Windows Update. Any help getting this sorted would be appreciated.

Yeah, Did you upgrade using the official Windows Update or the Installation Assistant?

Agreed. I had the same problem. The activation troubleshooter failed for me too, but signing into my Microsoft account on the activation page finally fixed it. Let me know if that works.

Can confirm. You could also try running the activation troubleshooter again, but choose the "I changed hardware on this device" option this time.

Thanks! I tried the phone activation, but the automated system said my product key was invalid. What should I do next?

Yeah, that fix usually does it. One extra thing—sometimes just leaving it connected to the internet for a bit lets it sort itself out.

Yeah, If you're still stuck, can you check if your Microsoft account is linked to your digital license in Settings?
