Also, after you enable it, you might need to go into Windows and clear the TPM from the security settings for it to be fully recognized.

Yeah, agreed. And don't forget to save your BIOS changes and do a full restart before checking again.

Also, is Secure Boot enabled in the BIOS, as that's another common requirement?

This. You could also try using a third-party tool like Rufus to create a Windows 11 installer that bypasses the TPM and Secure Boot checks.
