+1 You could also try checking for driver updates, especially for your graphics and chipset, since outdated ones can cause slowdowns after an upgrade. Let me know if that works.

I had the same problem. A clean reinstall of Windows 11, instead of the upgrade, finally fixed it for me. Let me know if that works.

Also, have you checked your power settings to make sure it's not stuck in a battery-saving mode?

Yeah, that's a good call. Also, try opening Task Manager right after boot to see if something's hogging resources in the background.
