This happened to me, and it was actually my VPN software causing the rollback. Uninstalling it before the upgrade did the trick.

This. Yeah, VPNs are a common culprit, but that error can also point to a driver issue—have you tried updating your graphics and chipset drivers?

Also, did you check if any non-essential peripherals are plugged in? Sometimes a USB device can interfere.

Yeah, that's a good point. I'd also try temporarily disabling your antivirus before starting the upgrade, as that can sometimes block it.
