Also, double-check that both PCs have the same workgroup name set under System Properties.

+1 Yeah, and make sure network discovery is turned on for both private networks in your sharing settings.

Agreed. You could also try temporarily disabling the firewall on both PCs to see if that's the block, just remember to turn it back on.
