Agreed, and one more thing: after you enable those settings, you might need to clear the TPM in Windows Security before the checker sees it.

I had this issue on my older laptop. From what I've seen, that 100% disk usage is often a driver problem or Windows Search indexing. I'd check for updated chipset and storage drivers from your laptop manufacturer's website first.
