This happened to me. I had to update my motherboard's BIOS to a newer version before those TPM and Secure Boot options even became available to enable.

You could also try clearing the TPM in your BIOS, as that sometimes resolves the Secure Boot detection issue.

Yeah, and after you enable it in BIOS, sometimes you still need to clear the TPM in Windows Security to get the checker to see it properly.
