Can confirm. You could also try the high contrast themes under Accessibility settings, as some of those get closer to true black.

You could also check out third-party apps like Winaero Tweaker, which sometimes offer deeper system color customizations. Another option is to keep an eye on Insider builds, as pure black themes have been tested there before. Let me know if that works.

Same here. Yeah, the high contrast ones are a bit extreme though—have you already tried adjusting the transparency effects setting?

I had the same problem. I ended up using a third-party app to force true black, but it's a shame there's no native option.
